Spencer Noecker’s Vision for the Cannabis Industry

In 2014, Spencer Noecker combined his passion for the cannabis industry with his entrepreneurial experience and formed Groundworks Industries. Noecker had a vision for creating a vertically integrated cannabis company by applying the knowledge gained in forming his vertically integrated real estate company. 

Groundworks Industries entered into the pre-recreational medical market with it’s state of the art grow facility and then in 2015 expanded into the retail market when they founded two proprietary dispensary brands . In 2016, Groundworks expanded their reach with the addition of a kitchen production facility for edibles and a distribution company.

As the company and industry began to grow, Groundworks, through the active involvement as CEO by Spencer Noecker, continued its legislative and policy work to define the laws and rules of the emerging cannabis industry to help the legal cannabis market get off to a strong start.

Once fully vertically integrated, Spencer Noecker and Groundworks continued to grow. With a strong profile and some of the most respected talent in the cannabis world, the company was able to acquire existing stores looking to exit the new market, allowing Groundworks to establish a position as one of the leading cannabis companies in Oregon.

In 2020 Groundworks expanded into the California cannabis market with a retail store and kitchen production facility in Los Angeles, Spencer Noecker’s hometown. 

Now with over 200 employees and 35 licenses in two states, Groundworks has realized Spencer's vision and is considered one of the top cannabis companies in the country through its unique brands, its compliant operations, its dedicated work to improve the industry, and its commitment to its workforce.
